the crisis in iraq is growing this morning as militants raided a police station northeast of baghdad. with more on the developing story, let's bring in kris sanchez, now kris, with so much mapping behind the scenes in washington and on the ground in iraq, we've got to watch what's coming next. >> it is quickly developing, laura, there are now 170 new troops on the ground in baghdad. that's to help the protect the u.s. embassy there and help evacuate more of the personnel out of country. they are prepared to fight if it comes to that. they are not instructed to. president obama just last night told his national security team that he may send 100 more troops to the area. at the same time, officials say the president is considering air strikes as isis continues its march towards baghdad. already iraqi government piemts are hitting sunni backed isis fighters. the state department confirmed yesterday that the u.s. is keeping the iran option open,

though that option does not include military collaboration. now we showed you photos of sunni militants captured iraqi soldiers yesterday. now they're forcing to talk about what's next to move much more quickly. >> when you have people murdering, assassinating in these mass massacres, you have to stop that. >> reporter: iraqi shiites weren't waiting idly. they were headed for the front lines as isis militants have seized territory north of baghdad including iraq's second largest city, andest that mosl. lawmakers from both parties are urging the president to come up with a plan quickly. house speaker john boehner saying quote too many americans sacrificed too much to allow iraq to slip back into day yos. >> closely watching that, thanks kris. stay with us for continuing

coverage for the violence unfolding in iraq. we'll have live updates throughout the morning and any time we are not on the air, visit nbcbayarea.com for the latest news. today a committee will decide whether a law named after a bay area girl will in fact move forward. ah drink's law is aimed at cracking down on juvenile sexual assaults. it's named after 15-year-old ah drink pott who went to sarah toga high school. she was sexual assaulted at a house party two years ago and photographed while unconscious. after those pictures were circulated online, pott took her own life. it would require a mandatory minimum two-year sentence for those found guilty in cases like potts. her attackers received punishments of 30 to 45 days. >> we feel that what we're asking for in a two-year minimum sentence is completely reasonable. it's warranted. >> and opponents say the bill goes against the mission of the juvenile justice system which is

to rehabilitate young offenders. a petition for the arch bishop urging him to cancel his appearance to support the marriage. he is scheduled to appear at a march for marriage rally in washington, d.c. on thursday. local catholics as well as leaders like lieutenant governor gavin newsom urged him not to attend. nearly 30,000 people signed the petition asking him not to go. the palo alto city council is considering partnering up with a nonprofit to build a new animal shelter. according to the palo alto weekly, they are looking to use improvements and updates. the city is considering joining forcing with the humane society. under the partnership, the city would provide land for new shelter. the humane society would run that new shelter. crews in the south bay will be out in full force trying to get rid of the west nile virus starting tonight at 11:00,

ground fog willing take place around san jose's willow glenn neighborhood sbels parts of campbell. it is expected to last for several hours. santa clara vector control says the insecty side is not toxic to adults or animals. 5:05, the drought is said to be ruining summer plans for many people along the peninsula. memorial county park is now closed to campers, possibly for the rest of the season. the creek, the main source of water for that park is running at 90 year low. they canceled about 175 reservations this month, including a wedding. officials expect to refund another 2,000 reservations. visitors say they're upset, they've been playing these vacations and now they're off. >> disappointment. but at the same time, i mean we have to take care of the planet so that we can come back next year. >> we've contacted people that have reserved parts of the parks

for weddings to let them know there's no water and there's poert potties. >> they expect to lose $350,000 because of those cancellations. the park however is still open for day visits. drought and specifically the dry conditions now wreaking havoc throughout the bay area. we've been wild fires popping up left and right. to get a check on today, let's go to christina loren. >> you know it's a really good note for everybody across the bay area. if you're driving around out there and you see a fire break out, even a tiny brush fire, because it's so dry and we have drought conditions, pull over to the side of the road safely and report that fire as quickly as possible. that's what happened yesterday, and firefighters in san jose were able to knock that brush fire down quickly. so your shep definitely part of the equation when it comes to fire season. keep that in mind. overall though we've had pretty good last five years in the bay area. i can tell you right now though, conditions are ripe this year. sop we definitely, definitely

colors along the area in san francisco this morning as we await the sun's arrival. it's going to be a good day. 5:10 right now. unique exchange program of sorts kicking off today in san francisco. starting this afternoon, people concerned about possible chemicals in their couch cushions can swap them out at the foam order showroom on howard street. that's a mouthful. organizers say the safer sofa exchange program, who's writing this for me? let's remove harmful toxins without replacing the couch. bring in the old sofa cushions to be measured, then the replacement foam filling will be ordered at a discounted price. leaders in san francisco will meet to discuss ways to crack down on real estate flipping. four supervisors as well as community members and tenants are part of a group called the sf antidisplacement coalition. they plan to introduce limiting on house flipping by reducing incentives for people who hope to use the real estate market to

make a quick buck. it is a topic of national interest making its way here to local cities. richmond's city council is expected to take its final vote today to approve a minimum wage ordnance. it would good up to 14 by 2018. it would start at 9.60, such as businesses that payless than 80 hours of employee wages in a two-week period. for those for and against the law, they've gone back and forth for months. it is expected to be adopted. is it big brother or boost of safety? that is at the heart of the it community. three city leaders will have to determine whether to spend $300,000 to install up to a dozen sur vampbls cameras throughout the city the. here are the potential locations, almost all of them are right by a major highway. stephanie chuang is live in freemont, where could there be extra eyes on the road soon?

>> reporter: good morning, sam, we are along mission boulevard in the south part of town between 680 and 880. popular stretch of roadway. you can see behind me there are red light cameras here at this intersection, but you could see more cameras at intersections like this one if the city leaders approve a plan that's been put forth by the fremont police department. this would be on 24 hours, seven days a week and would be facing the roadway could capture you, your vehicle, as well as your license plate information. now police here in fremont expressed the importance of cameras in recent years. and even in the last few months have just started to do workshops to help home and business owners enhance their security camera systems. and also have asked people who live and work here to register their own sur varnls camera systems with the department so that officers know where to look if there's a crime. they know where to go for footage. so this would be the second time in just about nine months that

the police department is asking for money to fund a system like this. last time was in october, but city leaders did not like the idea because it would have used more than $160,000 in community development block grant funds for a similar project, but that's money intended for low income housing, not cameras. there are also other places in the bay area that already use this kind of technology. we've heard about it before in lauren county, tiberon, they put scanners and cameras on the two roads that go in and out of town and the city of piedmont, that installed automatic license plate readers along its board we are oakland already. the recordings in the new system would be stored on a secure server at the department for 30 days. everything else would be purged. some of these locations would also include automatic license plate readers. and that information could be stored for a year and even longer in it's tied to with a crime. so a lot of debate here, the

city council will meet at 7:00 tonight to determine if it'll move forward with this plan. live in fremont, stephanie chuang. >> fine line, thank you very much, stephanie. google's nest lab is lowering the price of its high-tech smoke detector which was pulled from the market a short time ago after it malfunctioned. the nest protect is now $99, down from 129. nest labs offered a software update to fix the malfunction after people found the alarm could be shut off just by the wave of a hand. let's see if we can look at the markets this morning, the rest of the news before the bell, let's check in with jackie deangelis, good morning. >> reporter: good morning to you. we are watching the futures here, they are higher, afterstocks posted mild gains yesterday. that was for the second straight day, but of course, unease over the situation in iraq, cur,ing

some of the enthusiasm out there that we saw from upbeat economic data and merger news as well. now today we're going to get numbers on consumer prices and housing starts, look for that, and the fed beginning a two-day policy meeting. the dow rising five points to finish at 16,781, nasdaq up ten to 4321. gm recalling another 3.4 million cars for faulty ignition switches. the company will replace keys that could move the switch out of the run position if they're too heavy, that of course causing the enzwroin shut off and drivers losing control. now gm says its received reports of eight crashes but no deaths. the recall affects seven models from 2000 to 2014. gm recalled more than 20 million cars so far this year. americans are donating more to charity. new report showing that charitable giving reached a record high. $335 billion last year with most of that by individuals. now there was a considerable

san jose, we've got a little bit of low cloud cover back here behind the santa cruz mountains, and those mountains will hold a lot of the cloud cover back at least for the next hour or so. we will see low cloud cover go to san jose this morning because we lost the wind and that's going to keep us cool today. 79 degrees is not too bad. we could see soaring this time of year as you know, 106 degrees last week in livermore, so these temperatures are definitely more bearable. 67, warmer in the city today. gorgeous out there in san jose as we get into this afternoon. about five to ten degrees warmer. by tomorrow, the hottest day of the week, closing in on 90 in the hot spots, then by thursday, we're going to cool you back to average. low clouds return, just getting warm for a couple days today and tomorrow, then we're right back to where we started out this week. let's switch gears now and look at your drive. the good news is we don't have any accidents to report at this point. accident-free across the bay area. except for a minor fender bender

state capitol. "today in the bay's" bob redell joins us live at sarah toga high school where the bill was named after ah drink pott, a student who took her life after being sexual assaulted and bullied. >> reporter: you are correct, good morning to you, sam. but there is opposition to this law that would toughen punishment for rapists. opposition so strong that one group called the california attorney's for -- attorneys for criminal justice argue that are there was no sexual assault of ah drink pott. her mother is outraged and it's one reason why she and her attorney held a news conference yesterday to reiterate why they believe this proposed legislation is so important. ah drink pott was a sarah toga high school student who was sexual assaulted and photographed while unconscious at a party back in 2012. the teenager committed suicide after those pics circulated. her attackers received punishments of 30 to 45 days. property posed law that her mom is pushing for would open up

juvenile proceedings and would require a mandatory two-year sentence for those convicted of sexual assaulting someone who is eithering development tally disabled or as in ah drink's case, unconscious. >> ah drink was able to fight back her attackers, it would have gone to an adult court. it would have been open proceedings. they would have had sexual offender status, but because she couldn't fight back, it was treated as a lesser crime. and that's outrageous. >> we think that the entire bill really goes against the purpose of the juvenile justice system. the goal of the system is rehabilitation of the youth that includes holding him or her accountable for their actions. >> reporter: are the assembly public safety committee will decide whether or not to push forward senate bill 838 also known as ah drink's law.

this has been proposed by senator jim bell of san jose. reporting live here in sarah toe that, bob redell, "today in the bay." >> thank you very much. it is 5:31, berkeley police are looking for a man who reportedly groped a woman as he rode by on a bicycle. the 20-year-old woman says she was walking through a parking lot at cal when she noticed a man across the street near a car wash watching her. as she kept walking on oxford street, the man rode up on his bicycle and grabbed her chest. she yelled at him and he took off. she wasn't hurt. the man was rooiding a unique bicycle. it was black fixed gear back with black spoke and horn handlebars with the ends that turn up. the south bay family coping with the murder of a husband and father getting financial help from around the world. san jose police officer started an online fund raising page for the two wife and two boys. she's a stay at home mom who speaks little english. one has autism. the breadwinner was shot and

killed by two people, including a 17-year-old in a road rage incident last month. they're both awaiting trial. the family had no savings so police set up a fund raising page on youcaring.com. >> she's still hurt inside. and nothing can like tell what it is, how shelf inside -- she feels inside. no words can say it. >> when i saw the children, especially the autism child, a seven-year-old, it was heart breaking. and i know that she's going to need a lot of help based on circumstances. >> so far, donations from around the world have topped $100,000. >> amazing. as president obama mulls his options for iraq, that country's most senior clerkic is calling on shiite followers to protect the nation. many lawmakers are calling for the president to do something fast, others are saying this sounds like a civil war. >> reporter: that's right, sam, well president obama is

fire that at one point threatened hundreds of homes near bakersfield. crews made incredible progress on the shirley fire. right now, firefighters have it 75% contained. evacuation orders were lifted for hundreds of people last night. since that fire started on friday, it has destroyed three homes and damaged another. in the men time, wind advisory has been issued for that area for today, so extrue crews will be monitoring the containment line to put out any spot fires that could be caused by blowing embers. closer to home, firefighters applauding kelly park leaders for cutting back their thick brush in the park. it helped to keep this fire from spreading. more than 50 firefighters helped put out the brush fire yesterday. the firefighters say that could have spread faster if the park had not cut back on the brush. cool temperatures and a lot of humidity also seemed to help crews get that fire under control. as i was heading out yesterday, i could see it on 101. a lot of smoke into the air, but

it makes a difference to cut back on the defensible space around your home, cabins, wherever you may have it just to in case there's some fire danger out there. >> sounds like you might be an expert. that's fairly impressive. >> you have to do what you have to do. i listen to christina loren as well. >> always a good way to go. hey, we are getting into that time of year, you know we are in a drought here in the bay area. and it's always a good call to remind people hey, we have to conserve the water, just cutting down on your shower by five minutes can save gallons of water. and we are talking about a significant, significant amount of water that you can save if you really monitor your water usage. that's where we find that residential people use their water. overall as we get into the next couple months, we're looking good. i'm always looking at long range data. as of right now, because of the on shore flow we've had over the couple days, last couple days, our hillsides are nice and moist. that's the good news, you can

see that moisture visibly here in the south bay this morning, and that's what's going to keep us cool is that persistent on-shore flow. look at this the. we have all your microclimates covered across the bay area. we're not going to see a great deal of separation temperature wise today, but tomorrow we will. as high pressure builds in, we're starting out at 54 degrees in san francisco. meanwhile 82 later on today. it is going to be a warm day out there. 67, it's a pretty nice day shaping up in san francisco. we'll be in the middle here in the south bay at about 79 degrees which is actually our average high for this time of year. now let's talk about what's happening in the traffic department. switching gears, mike has the day off, and there's a couple things that could slow you down, you might be caught off guard by this, 580 westbound, reports of debris on the highway as you approach vast co. delays at ten minutes. also we're watching something for you, 101 northbound at peninsula. they have the left lane blocked there, car on its side, stay to the right, and this backup, oh,

speech to a crime? we are joined live with the case now in front of the justices. this is a sensitive issue right now. >> reporter: well it is, it's a case of they've agreed to hear. we could hear more later in the year, maybe next year gending on how long it takes them to make a decision. this is a case that came from pennsylvania four years ago a man whose wife left him with his two kids. he was fired from wo for making postings that his employer thought we are threatening, and then the fbi and the police got involved and he started posting about them as well making threats about killing his wife. saying that this was something that he was not allowed to say online, but also making threats toward the officers who were involved in the case. the fbi didn't take too kindly to that. he was arrested and convict on the most of those charges and sentence end a served more than four years in prison. now he wants the u.s. supreme court to take another look at this. he says he was essentially life

imitating art. imitating rap lyrics, there was no intent here, the question the court will have to decide is the key issue whether he intended harm or by posting it in social media where other people who he doesn't ian know could see it could reasonable person infer a threat from that? . >> thank you very much. apple could be out hundreds of millions of as it set also class action lawsuit about how it prices ritz e books. the company has not said what the terms of the settlement entail. consumers sued apple saying the company overcharged customers by $280 million for e books, and they wanted three times that amount. the settlement is contingent on the appeal of last year's ruling. the company works with five major publishers to drive up the price of e books. dozens of bay area government agencies are already

using them. surveillance systems that include cameras helping to catch every single move. just a couple weeks ago, the alameda city council unanimously approved police using automated readers. now the issue is up for debate today in fremont. that is where we find stephanie chuang, we're talking about cameras along the roads up to a dozen of them, we understand. >> reporter: yes, good morning, sam. up to a dozen at a price tag of $300,000. it could be here at this intersection, mission boulevard, one of the most popular stretches because it is a connecter between 880 and 680 which is down the street a little bit. and here you already find a red light camera. you could see more of these kinds of cameras if this plan is approved. these would face the roadway, capture images of people, vehicles, and license plates as they enter and leave fremont. this would be stored at the police department and purged after 30 days, unless linked to a crime. license plate data also captured

would be purged after a year again flls linked to a crime. here's a map of where they could go. all but two of the 12 suggested sites are right by major highways, spank the city's border down to the other area. the license plate information will be available likely to other law enforcement agencies from data sharing agreements. how do residents feel? here are a couple of the opinions we found. first, an opponent from the centerville neighborhood says, this isn't a method i'm happy to accept in ways it can be abused and the small likelihood it'll actually improve safety and reduce crime in a meaningful way. however there are plenty of supporters. one person rying in nooils we have noticed an increase in home break-ins, car thefts, and people going door to door without the proper identification. as a 45 year nooils rez dentd, i feel anything we can do to help these problems is worth a small intrusion into privacy. now police say they've gotten a lot of help from home and business owners from their

civic center plaza in san francisco when american john brooks scored what proved to be the game winning head we are minutes to go in this match. amazing because just months ago he was considered to be an outside shot just to make the team. and he was only playing because the starter went down with an injury. brooks says it was all a dream come true. he means it. just two days previously, brooks says he dreamt he scored the winning goal, the game-winning goal in the 80th minute of play. it was also on a header in his dream from a corner kick just like it happened in real life yesterday. his goal, btd first ever goal scored at the world cup by a sub. >> such a good outcome, we are stoked. ghana played well. hands up to them. >> they played well. >> fantastic technical football, we're happy to scrap out the last goal. >> we'll take the win. >> he's an expert on technical football as they would say in latin america, or soccer.
